A3.2: Consequent Non-service Increment

Non-service based salary increment

1.      Subject to 4 below, all full and part-time permanent teachers, full and part-time long-term relievers, and teachers in fixed term positions appointed for two or more school terms, who are employed as at 5 February 2003 and who, on that date, hold a three-year bachelor degree, a four-year honours degree or a five-year masters degree or Ph.D. together with a recognised teaching qualification (e.g. Diploma of Teaching) and subject to having met the appropriate level of professional standards at their last assessment (provided that this assessment occurred within the previous 12 months), shall, where they are not already at their qualification group maximum, receive a salary increment of one step on that date. For clarity these qualifications must be held separately and teachers who hold a three-year teaching degree that incorporates a recognised teaching qualification are not eligible to receive the increment outlined above.

2.      This increment shall have no effect on a teacher’s anniversary of service for pay progression purposes, and a teacher shall be entitled to progress to the next step in the salary scale on their anniversary of service subject to the provisions of this agreement. For clarity, teachers whose anniversary of service for pay progression purposes is 5 February 2003 shall receive the increment provided above in addition to their ordinary increment falling due.

3.      Eligible teachers who are approved leave under Part 6 of this Agreement at 5 February 2003 shall be entitled to the increment.

4.      Teachers who have entered the service in 2003 and who have been placed on the new entry steps for teachers holding a three-year bachelor degree, a four-year honours degree or a five-year masters degree or Ph.D. together with a recognised teaching qualification (e.g. Diploma of Teaching) are not eligible to receive the non-service based increment provided for under this clause.

As a consequence of the new steps 7 (G3+E) and 14 (G3+M) the G notations will be specifically amended to reflect the recommendations of the ADR Panel.

5.2              Non-Contact Time

5.2.1    (a)       Each school shall provide at least three timetabled non-contact hours within each school week to each full-time teacher subject to 5.2.3 below. The non-contact time may be a combination of differing periods of time which total no less than the equivalent of three non-contact hours.

(b)               During 2004 and beyond the school shall provide four timetabled non-contact hours within each school week to each full-time teacher subject to 5.2.3 below. The non-contact time may be a combination of differing periods of time which total no less than the equivalent of four non-contact hours.

(c)                During 2005 and beyond the school shall endeavour to provide five timetabled non-contact hours within each school week to each full-time teacher. The non-contact time may be a combination of differing periods of time which total no less than the equivalent of five non-contact hours.

(d)               Where possible, the school shall endeavour to provide additional non-contact time allocations to unit holders or their equivalents where they are required to carry out specific management and/or additional responsibilities.

5.2.2                Secondary (manual) teachers of classes at Years 7 and 8 in approved manual training establishments.

(a)              Each full time manual teacher shall be timetabled for a maximum of 22 contact hours within each school week, subject to 5.2.3 below. The contact time may be a combination of differing periods of time which total no more than the equivalent of twenty-two contact hours.

(b)             During 2004 and beyond the school shall timetable each full-time manual teacher for no more than 21 contact hours within each school week to each subject to 5.2.3 below. The contact time may be a combination of differing periods of time which total no more than the equivalent of twenty-one contact hours.

(c)              During 2005 and beyond the school shall endeavour to timetable each full-time teacher manual teacher for no more than 20 contact hours within each school week. The contact time may be a combination of differing periods of time which total no more than the equivalent of twenty contact hours.

(d)             Where possible, the school shall endeavour to provide additional non-contact time allocations to unit holders or their equivalents where they are required to carry out specific management and/or additional responsibilities.

5.2.3                                Each school shall implement a policy on timetabling, developed in consultation with its teaching staff, incorporating the following:

(a)    The non-contact provisions of 5.2.1 (a), (b), (c), (d) or, in approved manual training establishments, the contact provisions of 5.2.2 (a), (b), (c), (d) above.

(b)   For the purpose of 5.2.1 (a) and (b) and 5.2.2 (a) and (b) above, a process, established during the policy development, shall provide for circumstances where, for genuine reason during timetabling or at short notice, it is not possible to provide the non-contact time described above.

5.2.4                                For the purposes of 5.2, non-contact time is based on individual teachers’ timetabled classroom teaching hours comprising a total of 25 hours or a combination of periods of time equivalent to 25 hours per week.

Ministerial Taskforce

The Minister of Education shall convene a taskforce to examine and report on secondary teachers’ remuneration. This Taskforce will examine and report on how the government can address wagepaths, and the impact on remuneration of workload, supply, demand, curriculum delivery, qualifications and other directly related issues that arise.

It is intended that information from the process and report will inform the parties in the preparation for the next bargaining round which will commence prior to the expiry of the STCA on 30 June 2004, in addition to supporting policy work.

The final report will be completed by 31 October 2003
