Principals Concurrence

The Secretary for Education has declared that teachers' and principals' conditions of employment are the actual conditions of employment but may agree (give concurrence) to additional remuneration or benefit to be paid from board funds.  This is usually for the limited purpose of recognising and compensating the principal for the performance of additional duties or responsibilities that are for the benefit of their school and outside the scope of the normal duties and responsibilities of a principal.

This applies to principals covered by one of the collective agreements or the respective promulgated individual employment agreements (IEAs).  Boards must apply annually for concurrence for any additional remuneration not already provided by the way of a provision in the principals employment agreement.  See the Education Service Payroll website for details on what concurrence may be applied for, policy on approving and procedure for granting concurrence.

Annual Report:  The board's annual report must include a report on the total remuneration paid to the school principal.   Also if, during the year, the principal ceased their employment with your board, you must also report any payments made (or due to be made) in relation to that termination of employment and in the report on the total compensation or other benefits for employees and trustees whose employment terminated during the year.

Reviews of Unauthorised Payments:  in recent times there have been several reports by the Office of the Auditor General relating to unathorised payments which have led to changes in the procedures.
