Resource Teacher Learning and Behaviour (RTLB) Realignment

RTLB positions are distributed on a student roll, weighted by decile, formula. The final allocation takes some local circumstances into account. The national distribution of student population continues to change and so some clusters have become overstaffed while others have been understaffed. The realignment addresses these inequities.

Discussions between the Ministry of Education, NZSTA, NZEI and PPTA have led to an agreed approach to address concerns raised about the effects of the changes in some regions.

Processes to deal with these concerns are described in a joint statement on RTLBs (docx) signed on 28 August 2006.
